Federal Department of Health and Human Services, Health Resources and Services Administration: Provider Relief Fund Phase 4 (Funding Source: Federal Funding)
Who Can Apply: Providers or suppliers who bill Medicare fee for-service (Parts A, B, and C), Medicaid (fee-for-service or managed care) and/or CHIP as well as: dental service providers, state-licensed or certified assisted living facilities, behavioral health providers, and others.
Use: Provider COVID relief payments.
Funds: Base payments for changes in operating revenues and expenses from July 1, 2020 through March 31, 2021, with smaller providers reimbursed for a higher percentage of changes in their operating revenues and expenses. Bonus payments are based on amount and type of Medicare, Medicaid, and Children’s Health Insurance Program (CHIP) services provided.

Federal Department of Health and Human Services, Health Resources and Services Administration: American Rescue Plan Rural Payments (Funding Source: Federal Funding)
Who Can Apply: Health care providers who bill Medicare (Parts A, B, and C), Medicaid (fee-for-service or managed care), and/or CHIP, and operate in or serve patients in a rural area, including: rural health clinics and critical access hospitals, in-home health, hospice, or long-term services, and others.
Use: COVID relief payments for changes in operating revenues and expenses dating back to Jan. 1, 2020.
Funds: Payments based on amount and type of Medicare, Medicaid, and CHIP services provided to rural patients from Jan. 1, 2019 through Sept. 30, 2020. Eligible providers can receive payments from both PRF Phase 4 and ARP Rural.

- The ideal applicant will have a strong partnership with one or more community organizations (e.g., public health, behavioral health providers, school systems, foster care system, healthcare, public safety, first responders or health and human services). – To support the implementation of evidence-based approaches to prevent overdose, substance use disorders (SUD), adverse childhood experiences (ACEs), and other potentially traumatic events in the homes and families of those most at risk of overdose.

- Local governments with a FEMA-approved Local Hazard Mitigation Plan are eligible to apply to PEMA as sub-applicants. Individuals, businesses, and non-profit organizations are not eligible to apply for funds directly; however, an eligible local government entity may apply for funding on behalf of individuals, businesses, and non-profit organizations. PEMA will be the statewide applicant to FEMA on behalf of eligible sub-applicants. – Pre-disaster mitigation activities to reduce risk from future hazard events, while also reducing reliance on federal funding in future disasters. - Local governments may apply to PEMA as sub-applicants. PEMA will be the statewide applicant to FEMA on behalf of all sub-applicants. Individuals, businesses, and non-profit organizations are not eligible to apply for funds directly; however, an eligible local government entity may apply for funding on their behalf. Only National Flood Insurance Program (NFIP)-insured homes and businesses and municipalities in good standing with the NFIP are eligible for mitigation under this program. A federal disaster declaration is not required. – Project scoping, community flood mitigation projects, technical assistance, flood hazard mitigation planning, and individual flood mitigation projects that reduce claims to the NFIP program.

OSFC Act 13 Unconventional Gas Well Fund Grant Program: October 15 (Funding Source: Unconventional Gas Well Fund)
- Fire companies, rescue companies and emergency medical services throughout the 40 counties in which unconventional gas wells are located, or counties that directly border those counties. – Training, professional certification or the acquisition of specialized equipment for emergency responses relating to natural gas production from unconventional gas wells.
Agriculture Urban Agricultural Infrastructure Grant Program: October 15 (Funding Source: General Fund)
- An individual, partnership, association, business, or municipal government. – Projects that grow agricultural infrastructure in urban food deserts to improve access to fresh, local food and provide opportunities for hands-on learning, community-building, and for people to become social entrepreneurs. Community gardens are eligible projects.
DEP Coastal Zone Grants: October 18 (Funding Source: Federal Funds)
- Counties, municipalities, county and regional planning agencies, incorporated nonprofit organizations, school districts, intermediate units, universities and colleges, incorporated conservation and educational organizations, conservation districts, port authorities, and public authorities. Projects must be located within the boundaries of the Delaware Estuary Coastal Zone or the Lake Erie Coastal Zone. – To address hazards, wetlands, public access, intergovernmental coordination, ocean resources, and nonpoint pollution. Typical projects range from studies, planning, design, and research to land acquisition and minor construction projects. Activities must take place within the Coastal Zone boundaries of Pennsylvania.

PCCD 2021 Residential Substance Abuse Treatment: October 18 (Funding Source: Federal Funding)
- Counties, County Jails/County Work Release Centers, Single County Authorities, and/or County Behavioral Health Administrators. – Implement or expand Medication Assisted Treatment and Cognitive Behavior Treatment programs to individuals in county jails and work release centers and upon release to the community.

- Local workforce development boards, non-profit and non-governmental entities, community-based organizations, educational and post-secondary educational organizations, labor organizations, business associations, and economic development entities. – To identify workforce, education & training, and economic development needs, coordinate regional teams to support industry needs, identify public and community resources to address industry identified needs and increase collaboration among businesses within a targeted industry sector.

- This is a non-competitive solicitation that is limited to privately operated residential facilities, community-based providers, and juvenile probation offices that are existing PACTT Affiliates. – To improve services for delinquent youth receiving academic and career/technical training to help them catch up and succeed in school. A goal of the grant is to become a PACTT affiliate, which enables eligibility for future funding.
DCED/DOH COVID-19 Vaccine Outreach Grant Program: November 1 (Funding Source: Federal Funding)
- Non-profit organizations, including religious institutions and faith-based organizations; childcare and educational institutions, such as child/daycare facilities, K-12 schools, school districts, and institutions of higher education. – To support grassroots outreach efforts to address COVID-19 vaccine hesitancy, including local media buys, creation of outreach and training materials, sponsorship of vaccine-related community events, equipment rental to assist with setting vaccine appointments, and more.
